About the position

The Alberta NDP is seeking a number of Campaign Chief Financial Officers (CFOs) to act on behalf of local election campaigns across the province.

Successful candidates will be assigned to a number of local campaigns and will be responsible for all payments from their campaign accounts, financial tracking and reporting, coordinating with the local constituency associations and campaign managers, ensuring all statutory reporting requirements are met, and complying with all Elections Alberta regulations. Campaign CFOs will be responsible for multiple campaigns and campaign accounts.

This employment opportunity will normally be Full Time (flexible/negotiable) during and immediately after the 2022 election period. There will be some part-time work in preparation for the campaign and after the election until campaign returns are complete and submitted to Elections Alberta. Hours of work are flexible, but timeliness is critical.

Responsibilities

For each campaign, the CFO will be responsible for:

• Advising campaign teams on Elections Alberta requirements with respect to donations and expenditures
• Making all payments from the campaign account in accordance with the budget and with specific authorization by the campaign manager (where applicable) and local campaign teams.
• Maintaining records of all expenditures with appropriate supporting documentation
• Tracking revenue and expenditures in relation to the campaign budget, alerting the campaign manager if there is a risk of a deficit, and proposing corrective action on a timely basis
• Preparing campaign financial returns and supporting documentation for the auditors and Elections Alberta in accordance with deadlines
• Closing campaign accounts and disposing of surplus funds
• Keeping the Alberta NDP and the constituency association informed with respect to progress in finalizing the accounts
• Other related duties as assigned by the Party’s Provincial Secretary.

Prior to the issuance of the writ for the election and the registration of the candidate, the constituency association, its CFO and the Campaign Manager (if and when appointed) will be responsible for:

• Authorizing, recording and maintaining documentation on all pre-writ spending, including expenses such as the printing of signs and literature which form part of the campaign budget
• Transferring funds from the constituency account to the campaign account

The Alberta NDP Provincial Office will be responsible for:

• Establishing banking arrangements with key banks
• Providing campaign CFOs with timely information on donations and Revenue Share totals
• Providing advice and resolving issues with respect to Elections Alberta requirements

Qualifications

• Experience with political financing in Canada, preferably as a Campaign CFO in Alberta or as an Official Agent federally
• Knowledge of Elections Alberta compliance and reporting requirements
• Ability to work independently, multitask and manage multiple financial files simultaneously
• Familiarity with the structure and internal workings of the NDP and political financing is an asset
• Resident of Alberta

Starting date

This is a casual position. Assuming that the writ for the election is issued as scheduled, the position will be part time beginning on April 1st, 2022, full time equivalent hours (flexible/negotiable) on May 1^st and part time from May 30^th until project completion on September 29^th.

$28 per hour
